Prior to associating with Horizon, Richard established, provided specialized directed trading services and operated International Business & Technologies GP 1985-2005, a consulting group that in addition to trading in the global market place, assisted emerging technologies to develop products for commercialization. He has chaired two United Nations Plenary Sessions (Africa 1996) on the impact of new and emerging technologies (communications, health care, infrastructure, & transportation) on low-income populations of the world. He has experience in infrastructure development involving power production, communication technologies, and multiple modes of transportation including aviation and marine. Richard is the author of several grants for community services and the author of Financial Gladiator, a book on investor due diligence. He has additional consulting experience in the international areas of project finance and project development/management. He has served on the Board of Directors of several private companies, non-profit organizations, and government entities.
Under contract for commercial clients, Richard has conducted studies related to the emerging technologies on such subjects as their impact on island nations, regional economic feasibility, agricultural, and transportation infrastructures. He has served as Supervisor of Operations for the US Chemical Industries Emergency Program; Elbert County Colorado Emergency Manager; served on the Board of Directors for the World Safety Organization; and as a publicly elected official of a large Colorado fire district. He served six years as Liaison to the United Nations in New York City and Geneva Switzerland and served on the United Nations Economic Commission in Geneva. He has authored research and program development documents for private corporations, government agencies in the US and abroad, and authored a research document on the development and handling of cross border emergencies for the United Nations Environmental Program in Paris. He has taught safety, finance, and business development / management in Eastern Europe, Western Africa, and Central Asia. He was formerly a firefighter, paramedic, and line officer for fire departments in Maryland and Colorado. Richard has a BS in Fire Science and Safety and a Masters in Safety Management. Richard was awarded the title of “World Safety Person of the Year” in 1990 by the World Safety Organization, a category II consulting partner with the United Nations.
